Go out and buy the current CQ with good BPL article.   It lists several
problems of the current versions, inadequate notching of ham bands for one.
You can make a list of bullets from that CQ piece, like I am doing and send
that as your comments.   The part 15 test methods are inadequate to quantify
the open field emissions of BPL on power lines of parallel wires; and NO
Testing has been done to see how far skip interference is being heard.
Inadequate ID of the offending BPL signal is another fault.  How is a ham
going to know where the BPL RFI is coming from, or any licensed user of the
bands who paid most likely, for his license at one time or another!  Never
has part 15 been given equal status to a licensed service, and the practical
implementation of BPL now gives them immunity to being ID'd as a skip
interference!
