I'm not sure it really reduce static levels,

It does reduces the static that you hear.

The quality of the filter will determing how sharp the cut off is.

If your radio is interfaced with the PC Sound Card, Use a program like CW Get or something that gives you and audio representation of what the frequency response is,

Engage the filters and you should see a significant drop in static at the high end of the spectrum.

How can a filter lower static levels? only bandwith can do that not the type
of filter...
