Consider this. A bunch of guys invested in BPL. The value of their investments was sharply decreased by interference issues. Instead of bailing, they buy up investments from others at a cheap $ and then cut a deal with FCC to 'look into the matter'. FCC makes it's announcement, value goes up, the investors divest, and they are sitting pretty while others are holding the bag when the FCC 'reconsiders'.
