It is normal for the tuning  to be stiff. The knob drives a screw that
runs the slug in and out if the VFO coil. A little light grease on the
screw threads may help, but its not the kind of dial that spins freely
like on the synthesized rigs that use an optical encoder for tuning. The
Scout is slug tuned like the older Ten Tec gear and the old Drake and
Collins equipment.
