If this were a LOCAL net, on VHF or UHF, LOCAL time would be appropriate,
but, since this is a world-wide net on 20 meters, UTC would be the best and
possible the ONLY choice, placing EVERYONE on the SAME PAGE..! This will
avoid world-wide confusion..!
