Mike:
My Orion behaves exactly the same way.
BTW, the high noise level I was hearing during the TT net
was due to a hail storm and not to my neighbor's air compressor.

Subject: [TenTec] Orion memory to vfo behaviour
I just had something happen when copying
a frequency from memory to VFO B.
VFO A is on 7.251. I had manually tuned
VFO B to a different frequency. The sub
rx is assigned to VFO B.
I pressed the RECALL button and used the
MULTI knob to go to the memory I wanted
to recall then pressed the M>VFO B
button.
Here's what happened: VFO B tuned to
the memory frequency, but the VFO B
display changed to the frequency of VFO A,
which was 7.251. So I'm seeing 7.251 in VFO
B, but listening to the correct frequency.
A turn of the sub rx tuning knob corrected
the frequency display.
Anyone else have this happen?
