[TenTec] Scout 17m Module problem

The 17 meter (18 MHz) band module for my Scout is behaving strangely.
When the module is plugged in the S-meter reading rises to about S2
and there is a strange quality to the background noise. It is as if the
bandpass filter is misaligned and the oscillator is getting into the
front end. (The second harmonic of the band oscillator is 19.312 MHz).

Solder joints have been checked and there are no open coils. The other
band modules do not do this. Is this normal for the 18 MHz module or
should I continue troubleshooting?
