Yes, it matters.
If you want to know the antenna mismatch, and the tuner loss, and to
tune the tuner for maximum output, you put the watt meter between tuner
and antenna. The watt meter accuracy will suffer some from the sometimes
odd impedance.
If you want to read watts from the radio more accurately, aren't
concerned about tuner loss, and want to tune the tuner for a match to
the radio, then you want the watt meter between the Rig and tuner.
Just depends on what you want to accomplish. Generally tuning the tuner
for a match gets maximum power to the antenna, but not always, but when
it doesn't the impedance on the antenna side of the tuner is balanced or
otherwise not a good place for a watt meter.
