[TenTec] Corsair low output on 17 mtrs

Hi All...I recently acquired a nice Corsair 1, everything works fine except
for 17 meters.  I get low output, about 15 to 18 watts, and the receive is
pretty dead.  Audio is there but the signals are way down.  Tried different
antennas, no change.  I haven't popped the top yet to look inside, thot I
would query the list here first for any tips or "what to do firsts".  Any
