There are quiet versions of muffin fans, typically with notched blades
to keep the air moving quieter. Sometimes called feather fans. Depending
on how much over ratings you are running the 811A, they might get along
without air (at original ratings).

There are a couple speeds of muffin fans too, the slower ones are
quieter. A series capacitor will slow them more efficiently than a
series resistor, though you have to watch you don't get it to
approaching series resonant with the winding because then the voltage
will rise (which is a handy way to run a 240 volt muffin fan on 120
volts).
