[TenTec] Omni C FMs on Tx.

I charged the battery overnight.  Now it's voltage is 13VDC or so.  Under
load it drops to about 12VDC.  The rig develops close to 100 Watts out with
no FMing or frequency shift.

So it appears to be a simple supply voltage problem.  I set my ALC to give
about 60 watts out and had a QSO with good signal reports.
