Now, wait a minute....
I operate QRP. Just because one operates QRP does not make one's
signal weak everywhere (in spite of the fact that at times it may
seem that way).
While operating QRP, I have had people tell me I'm 20 over, many
times before I even tell them I'm QRP. Of course, good antennas,
good location, and good propagation help.
During contests, I can usually get in a couple of good 'runs',
sometimes approaching 100 per hour....right place, right time....
Not all QRP signals are weak! Not all weak signals are QRP,
either!!
