Yes, this used to be wrong, but, as I think the original poster discovered, 
this has actually been corrected in recent versions of the manual, which 
now says:

Set this parameter to TRUE and the keys 0 to 9 on the keypad will send CQ 
MEMORIES ControlF1 to F10 
respectively.

Although now I come to read that, I suppose it ought to say "...to 
ControlF10...."
