For the group's info: Paul's keying problem turned out to be that the
simulator was enabled.

That is it! Success!
I had to set PTT ENABLE = FALSE and it works correctly. Thanks for all of
your help. (By the way, with PTT ENABLE = TRUE the rig just went into
transmit mode with out any modulations).
Here is the config file that works:
MY CALL = N3ZYU
CONTEST = IARU
DISPLAY MODE = COLOR
KEYER RADIO ONE OUTPUT PORT = PARALLEL 1
PTT ENABLE = FALSE
SIMULATOR ENABLE = FALSE
RADIO ONE TYPE = TS570
RADIO ONE CONTROL PORT = SERIAL 2
RADIO ONE BAUD RATE = 9600
HOUR OFFSET = 4
