The whole story is very much reminiscent of the famous TR vs NT scandal,
so much so that W6OPO/Bob's note looks right in place:

which I would reword as

Does this mean there will be one "correct" unique file prefix for each
contest, or can the prefix be assigned at will?

Why on earth would I want all my porridge in my mouth?

Hopefully, I will be able to continue with my current setup:
E:\TR for the program with its accompanied files as it comes from all654.zip,
plus general TRMASTER.DTA, CTY.DAT, common.cfg
and separate directories under E:\TR for separate contest events: 
E:\TR\CQWWCW.97
E:\TR\CQWWCW.98
E:\TR\CQWWSSB.98
E:\TR\BALTIC.98 etc,
each having its own configuration and log files, and possibly contest-specific
.DOM, TRMASTER.DTA, CTY.DAT.

Oh, please NO! When I start TR, I definitely do not want it to offer a menu
or ask silly questions. TRlog has been good by it requiring the minimum
number of keystrokes. You just type  T R  and are back in business.

Aha, here comes the "correct" prefix... If you really must do the whole thing,
Tree, put this function into a "tr renamefiles" command line option.

Sounds familiar. I have been using RATSHIT.REP for ratesheet report.
