All this leads one to the unfortunate conclusion that 
ARRL may not yet have assembled their dung.

A situation that unfortunately happens a bit too often.

The mass confusion may be an incentive for them to
examine their automated (and manual) procedures.
One can only hope that they will apply corrective
measures.
