Thanks to Bob, W2WG, I'm posting the note from when the circle got set
last.  Thanks Bob for saving the emails two years!  The link to tell you
if you are inside the circle is dead, but as we update the web page that
can be added back in.

Hi guys of the SECC...I have finally received a proposal for the circle
of membership for the SECC....first a little about what has transpired
in the past few months...I appointed a committee with Jeff W4DD as its
head, and consisting of John K4BAI, Lee WI4R, and Matt K4AQ, and lastly
Bobby KF4GTA had to be included as the webmaster to make the
changes....I have to commend them all for their diligence and
patience...there were external pressures as well as internal pressures
that had to be dealt with...hi...the first thing that had to be done was
to identify a method to accurately get a location for each member..a
couple of iterations later they came up with a solution...then began the
process of gently moving the circle around to see how many people could
be included... 
 
The circle as it stands now includes the most members possible...from
the circle committee: 
"Considering both Tennessee and Alabama now have strong contest groups
in their states, the circle committee recommends moving the circle to
the above coordinates to cover as much of the membership in GA and SC as
practical.  These coordinates were determined after a lengthy database
update, development of a web page to easily determine if a member is
inside the circle, and considerable circle tweaking.  The original
tasking of the committee  was to propose several circle alternatives.
However, during update of the database it became apparent that the SECC
membership is constantly in flux with members moving in and out and the
best approach appeared to be finding a circle that captured as many
current members as practical and still cover as much prime real estate
as possible.  The Circle committee feels these coordinates represent the
best coverage of the territory most likely to include SECC members and
minimize unproductive areas such as the ocean or sparsely populated
areas. " 
"It would have to be moved more than 2s0 miles from its present position
to make any significant changes in membership....in view of the recent
heightened activity from Alabama and the ACG, and Tennessee and the TCG,
it was determined that our main focus would include GA and SC....I can't
tell you how many variations have been tried as the circle was moved
around and around." 
 
The current recommendation from the committee is for a location of the
circle at 33.20   and -82.50 
The proposed circle and a table of those inside the circle can be viewed

(The table gets automatically updated when a new member is added to the
SECC Database, so they will know if they are inside the circle)

 As per our constitution, I am now putting the proposed circle up for an
on-line vote....you can respond to me directly if you want your vote
secret, or you may reply directly back to the reflector...the time frame
for a tally of votes will be 2 weeks.....I would like for each member to
take the opportunity to look at the data, and make a decision on this
proposal....Vote deadline is Oct 11th at noon.....I along with Bill
Coleman AA4LR will tally the votes and post the results by the 12th.... 
 
For the record, I endorse very strongly the committee's recommendation
to make the circle at the proposed location of 33.20 and - 82.50.....as
in every decision that is being voted on, there will be some who are not
totally happy with the outcome, and that is one of the realities of
democracy....I encourage each and every present member whether you are
in the circle or slightly outside the circle.....to come together on
this proposal....vote on it, and lets get back to what we enjoy most,
contesting.....people who are outside the circle are still members, can
still provide meaningful input, and still contribute to the success of
the SECC in many different yet valid methods... 
 
To the circle committee members again thanks for all the help and time
spent.....
