It sounds like Phil, FJ5DX, and the RADIO-CLUB Association des Radio-amateurs 
de St Barthelemy did all the footwork to get FJ added as a new country. They 
wanted to have a ceromony with the first QSO's being made by the locals. They 
don't feel like the Finn's should of just showed up on the island without first 
coordinating their efforts with that of the local radio association. Hopefully
this will not jeopardize future operations by those who might want to visit FJ.

The callsign of the RADIO-CLUB Association des Radio-amateurs de St Barthelemy 
is FJ5KH.
