[SECC] Logging Duplicate QSOs in Contests

I think 1 exception to working dupes should be considered. That is in
sweepstakes because the exchange is so long. This is especially true if
the station is very weak or covered in extreme qrm. It takes a long time
to exchange sweeps info in severe conditions. This is even more
important if you are running at a good clip. If its just 59 05 work them
every time.
