You may also want to consider the FCC's RF exposure guidelines. I don't recall all the intricacies, but at 16', I would think that would preclude ever using legal limit. If your lot is bigger and you can get enough setback, you may want to consider that in positioning. Of course, if you're QRP all the time and always will be, I think you're exempt.
