I heard back from Larry, WD3P, about his particular USACA QRP effort and
the GA counties he needed toward the end. He pointed out that 2 of the 3
had interstate highways running thru them! So he said perhaps a better
indicator of what GA counties are "rarest" would be by looking at this page:

Kind of interesting isn't it? Just shows that the rarest are the ones YOU
need! Cherokee?? 9 need Jenkins County, GA Looks like there are 14 hams
in the zip code for Millen, GA the c. seat of Jenkins County. Maybe a
couple extra class hams. 190 miles from Atlanta. Only 8000 people in the
entire county. When I had a tower, I could see more than that from the
top, just parked on Hwy 92 in the morning! -
Notice that 17 people report needing Dorchestor County MD! Pickett, notice
no one needs Delaware!
