[SECC] Circle for CQWW CW

Hello all:

Since there were no objections, the green circle applies to CQWW CW this 
year.  That means that W4BQF and K4WI (NA4W) are inside the circle and 
W4OC is outside the circle for this weekend only.  If anyone has any 
questions, I can forward you a copy of the circle map that Matt drew and 
published some time ago.
