Robin's quick reply was informative.

But let's face it. Unless we replace both of them, the situation is
just going to get worse.

I have suggested the SECC contact all the contest and dx clubs in the
region, with no response. The only way we can change this is to
organize, possible recall both of them, or at the very least, replace
them.

It's up to us.
