[SECC] CQWW 160 log submissions

Are we still extending the courtesy to SEDX for CQWW 160 log submissions?  I
recall in the past we had done this, not sure if we still do. 

I've lowered the 160M dipole to about 40ft in hopes of working more Europe
this weekend.  That and the inverted L should net me around 100K points.
