[SECC] HF rfi problems!

I've got a neighbor somewhere generating a pulse
modulated carrier every 61.1khz on every HF band.  I
suspect an intruder alarm.  Does any have a small
battery operated HF rig (like a HW7/8) and possibly DF
loop I could use to track it down?  Any help too would
be appreciated.
