[SECC] NAQP and current band conditions

Thanks for the reports..

20 was open longer tonight.  I was hearing UA0's around 0230. Still hearing
W1AW  now.

40 is long but real noisy here.

Solar flux numbers have jumped 14 points in the past 18 hours so conditions
maybe "improving".  I'm hoping the high bands close early and we have to
slug it out on the low bands.
