This issue was addressed in a mailing-list post on 17th February. The
problem was caused by a unilateral change, by Microsoft - in a Windows
11 update, to disable Legacy Console by default.

Here's the solution (thanks, Joe EI3GY) -
If the "Use legacy console" flag on the Properties / Options screen [as per
page 3 of the SD manual] is greyed out, you can install legacy console mode
by going to Windows -> Settings -> System -> Optional features -> Legacy
