Michael is correct, ESM on SSB isn't working correctly.
I've found a workaround, but it might be easier to use
the function keys until I fix the bug.

Use the DVR command to disable the rig's DVR, then press
apostrophe to enable ESB - then use the DVR command again
to enable the rig's DVR.
