[SD-User] SDX V13.16 SDXCHECK does not generate time-second-removedCSV

I just started to use SDX V13.16 today; and noticed that the
SDXCHECK.EXE did not generate .TXT (CSV) files with 4-digit (i.e.,
HHMM-style) time values even I entered "N" to the "include seconds
in..." dialog.  I'd appreciate if Paul take a look on this issue.
