[SD-User] Ver 13.10

Hello !
Download 13.10 and setup few minutes before CQ WW, Super Duper works smoothly 
as usual. I have only the known rates window problem, it seems that editing the 
log stops the rates count. Anyway, replacing the first line of the ALL file 
with a new one (using a dummy ALL file) fixes the bug.
