That is crazy. 2Tone sends:

LTR>W<FIG>1<LTR>ABC<SP><FIG>599<SP><FIG>05<SP><FIG>05

It will also send the appropriate case shift at the start of a new line for the 
first printable character. 2Tone has 3 shift states: letter, figures and 
undetermined. When in undetermined state it will send the correct shift state 
that applies to the next printable character.

That is my understanding of USOS operation.  It is also the reason for the old 
argument about using "-" instead of <space> in a string like
599 05 05 NY NY (e.g. 599-05-05 NY NY) in order to save the "extra"
<LTRS><FIGS> preceding each instance of "05"
