You've missed the point completely.  There is no justification for
giving Technicians (or the 12,891 remaining Novices) Data privileges
on 80 m or anywhere else (they already have it on every band 10 m to
light).  It serves no purpose.  If we are to maintain "incentive
licensing", then expanded data privileges are the incentive.  I put
"incentive licensing" in quotes because there isn't a lot of incentive
as it is and loading Technicians (and the 12,891 remaining Novices)
with new privileges for no additional testing is **the opposite of
incentive**.

Yes, the Phone/CW boundary needs to be pushed back closer to where it
was but not if the cost of doing that is giving away privileges.
