The power levels are a bit confusing. The WA7BNM Contest Calendar at
http://www.hornucopia.com/ says QRP is 5W, and HP IS 100W. However, the
rules web page, in English at
http://www.rdrclub.ru/rdrc-news/russian-ww-digital-contest/51-rus-ww-digi-rules,
says for the SOAB category , "... the output power should not exceed the
resolved power according to the radio amateur license of the participant".
Not sure what "...resolved power..." means, but it sounds like you can run
up to the maximum power allowed by your license. The are many other SO
categories, but none except SOQRP (<= 5W) mention the power level at all.
If running QRP you must affix /QRP at the end of your call. There are many
categories of operation in this so be sure to check the rules out ahead of
time.
