Well, you can participate, and get a lot out of it; testing you rig and antennas, work
new entities, etc etc. You just can't enter the contest and see your call and score in
print if you don't have all the extra stuff now needed. The only thing a non-entering
participant should try to do is work at least a handful of stations so his or her call
will not be "unique" or not in any entrant's log.
