This RM just seems to be sitting there idle without progress. The
status still shows "OPEN" as it has been for well over a year.

This is typical for amateur matters at the Commission - they tend to
languish until the Commission/Staff have nothing else to do.  ARRL's
"regulation by bandwidth" proposal faced the same general indifference
from the Commission a few years ago and languished until ARRL withdrew
it in disgust (perhaps RM11708 will granted the same fate <G>).

I don't expect the Commission will do anything about RM-11708 for some
time - comments by ARRL's Chief Counsel to the contrary - as the FCC
is ramping up to one of its most critical and controversial debates in
a long time - that over "net neutrality" and whether broadband should
be regulated as a common carrier/utility like voice (landline and cell)
service.
