Hi Joe. Do I understand you correctly that the ARRL withdrew the RM-11708 
petition? I do not see any reference to that on their website. Maybe I missed 
it.

They are not likely to take quick action.  Remember ARRL's "regulation
by bandwidth" petition lingered quite a while without action before it
was withdrawn.  ARRL have complained in the current "FCC restructuring"
process about the significant delays in action on amateur matters - see
the current ARRL Letter.
