I can do the recording and I think I have one already but the problem is
identifying a station that doesn't decode without $$$hardware.

How about setting up a SDR to record a few key bands (80, 40 and 20) on the
next major RTTY contest? Anyone experiencing interference could document
the frequency and time and later the recording could be used to document who
was on frequency first and who fired up and did the QRMing, etc. Perhaps
a sympathetic ARRL Official Observer could write a few warnings to various
operators causing the interference.
