The chart I have shows 21.200, however I just discovered that CW isn't allowed above 21.200 on all 15M amateur frequencies ??

What's legal on 15? I have an Icom chart on my wall that says RTTY is OK up to 21.2 MHz but info at ARRL shows up to 21.110 MHz for RTTY (http://www.arrl.org/band-plan)
