I don't think they are saying you can't use SO2R, only that there will be no 
separate category for it. I believe it is their intent to allow SO2R but in 
competition with the single radio guys.

XE Contest always been my favorite contest and preparing contest for WPX 
RTTY! Too band SO2R isn't allowed
