It is interesting to note that the link I gave doesn't work for you.
I have just checked my setup to make sure, so I went to http://java.com/en/ and
then clicked on the "DO I HAVE JAVA?" link.
This ensures me that this is the version I have.
I then ran WT4I's Cabrillo Tools, and they all work.
My shack PC is running Win7 Pro 32bit, and that does work Cabrillo Tools.
I also did a quick search, and I cannot find msjavx86.exe installed on this
machine, so I assume that it is the Java.com Virtual machine that is running
happily here.
