The soundcard has nothing to do with PTT.  Since you indicated that you
could operate successfully by switching the transceiver into transmit
using the Auto/VOX switch on the RB+, I seriously doubt that you have a
problem with the soundcard.

The first thing to check is the PTT signal from the computer serial
port.  MMTTY indicates PTT by pulling the RTS line (pin 7) and DTR
line (pin 4) high (> +5V).  N1MM Logger generally passes both DTR
and RTS through when you have configured the MMTTY port as "digital."
Some of the other software you list (MixW, etc.) only raises the
RTS line.

You need to determine why the RB+ no longer operates PTT is Auto
mode ... Start with the computer serial port.  Once you know that
DTR and RTS are changing from low (Off ... less than -5V) to high
(On ... greater than +5V) when MMTTY switches from receive to
transmit, you can move into RB+.

In RB+ you have the jumpers ... make sure they are set correctly
(since RB+ was working before the lightning, they should not have
changed).  Then watch the DTR and RTS LEDS when you transmit with
MMTTY ... do they light up when MMTTY goes into transmit?  Next
measure the voltage at pin 1 of U1 ... is it at least 5 Volts when
MMTTY is transmitting?

If pin 1 goes to +5V or so when MMTTY is transmitting, look at D3
and D10 in the RB+.  Is D10 on all the time?  That shows power to
the RB+.   Does D3 turn on when MMTTY is transmitting?  that shows
that the output of U1 is "closed" and RY-1 should activate (PTT to
the radio).  If D3 does not light, check pin 5 of U1 to see if +12V
is present when MMTTY is in receive and that pin 1 goes to 0V
(ground) when MMTTY goes into transmit.
