Page 24 of the IC-7600 manual has the answer. This transceiver can be run in 
either FSK or AFSK configuration.

Accessory 1 pin 1 is the input line for a FSK (on/off) signal
Accessory 1 pin 2 is the ground

Accessory 1 pin 4 is the modulator input at 10k Ohms (AFSK signal input to 
transceiver)
Accessory 1 pin 2 is the ground

Accessory 1 pin 5 is the fixed level detector output (AF from transceiver)
