Hello Rick,
This rule is a very old one. As long as I can remember, QTC traffic in the RTTY
part was always allowed only between different continents. You can easily
confirm that checking the result booklets available as PDF in the archive
section of our homepage at http://waedc.de , always containing the rules for
the upcoming season as well.
