I agree with your sentiments completely, but I think what was wrong in
your example was in not calling CQ correctly. IMO, if he wants quick
QSOs like that, he should be calling CQ DX or CQ WAS or CQ EU etc,
etc, and not just CQ. I think that should make it clear what the guy
is looking for. To me, a simple CQ should be an invitation to chat a
while.
