Well, in "A Phone Of Their Own", mention is made that W6NRM was
copying RTTY and petioned the FCC for "radioteletype operation on a
broader range of frequencies" in January 1951. W6NRM was Robert
H. Weitbrecht, and was deaf, but he worked CW at first. His work
also produced the TU's that allowed the first use of TTY's by the deaf
for telephone communication.
I suspect that you could get a pretty good answer by looking through
CQ Magazine between 1945 and 1949.
