I have only noticed a few stations (two or three) using a policy of uploading
LOTW only after a QSL card. Most either use LOTW or do not. I do note that
DXpeditions often do not upload their LOTW logs until after they have sent out
all or most of the QSL cards that have been requested. I don't see that as a
real problem as long as they ultimately post.
I do wish more stations, both DX and US, would use LOTW. However, HB9BZA
maintains a very good database and finds that at least 300 of the 337 DX
entities are current users of LOTW. That includes 6,420 unique callsigns.

Compare that to at least 8,264 unique callsigns in the US.

That means that of the 22,651 certificates LOTW has issued, we know 14,700 of
those callsigns, which is not an insignificant number. That said it would be
nice if more operators, both US and DX would register.

I am not saying LOTW is useless. I am saying it is useless to have to send
a physical card to someone, before HE will put the QSO into a LOTW upload.
If one is going to use LOTW - use LOTW - dont just upload those for which
you have received a card. Its no different that eQSL, I dont use those
matches at all, for anything, but do upload them since others do and it
doesnt cost me money or very little time to do so.
