Knowing that is very helpful.

The NA file (country.dat) currently contains 1803 prefixes.  I could do some
work to get this under the 1700 limit, it should not be that hard.

That is a problem, but how likely is it that Scarborough Reef, Ducie Island,
Chesterfields, etc. are likely to be on in a contest?  I can fix this also.
