Like a few others, you totally miss the point.

The proposed SO1R class is not to guarantee a win or rearrange the top
ten listing or anything of the like. The purpose is to equalize the
competition in a reasonable manner. Any sporting event, including
radio, is most exciting and interesting when the playing field is as
near level as possible. 

Yes, yes, I know life is not fair, competition will never be exactly
equal, etc, etc, blah, blah ad infinitum.  That does not mean that a
widely-perceived unfairness should be allowed to stand when it is so
easy to correct.

And finally, Mr. Cox, if you have a solution to the problem other than
ignoring it, please do post it.
