Andrei, I think the same bug in DXCC exists in WAS and Jim is correct. I've
had this happen several times with DX and US QSLs for DXCC. It happens when
they upload the same QSO that already exists in LoTW. I've emailed the
lotw-help and they usually resolve it in a few days. If not, then email the
DXCC or WAS desk and they can make it update your records on their nightly
process. They are usually quite busy, so it can take a few days. If you need
quicker results, give them a call. I wish they would fix the bug too. :-)

What might happened is that your Arkansas contact uploaded a new file
with his station location changed or left off of the properties on
the new file, thus changing all of the duplicate contacts uploaded
before that. New information overwrites the old. There was some
discussion about this on another reflector recently. Urging folks to
update the information on their certificate and then uploading the
whole log again so that state & county information would be included.
