As with so many things in the PC world, the answer is "it depends." A USB
sound interface may not provide any better performance than a PCI sound
card, or it may perform better. One specification that matters is the number
of bits used to digitize the analog signal. In general more is better. But a
poorly designed 20 bit USB audio interface may not be any better than a good

As Chen points out it depends not only on the quality of the sound card but
also whether your operating system and RTTY software can make use of the
greater A/D resolution.
And in general with sound cards you get what you pay for.
